ALLEGED IRREGULARITIES IN THE RECRUITMENT OF SENIOR INFORMATION OFFICER BY MUKONO DISTRICT SERVICE COMMISSION

Updated: April 19, 2011, 3:08 p.m.

This office received a complaint in which it was alleged that Mukono District Service Commission flouted the recruitment procedure of the Senior Information Officer in 2008. The complainant specifically pointed out that;

The commission did not communicate to some of the applicants for interviews and therefore some candidates missed being assessed yet the commission had their contacts.

Only one applicant attended the interview and was appointed and therefore under hand methods of identifying a person for the post were used.

Investigations into the above allegations were carried out and the findings were that:

Mukono District Service Commission irregularly short listed two Candidates; Cris Magoba and Musisi Charles whose names were not on the application register.

Mukono District Service Commission short listed Kiyimba Charles who applied for the post after the closing date for submission of applications.

Musisi Charlesโ€™s application for the post of Senior Information officer was dated 6/12/2006 and therefore was not in response to the advert that was run in the New Vision of November 22, 2007 calling for application for the same and therefore he was irregularly short listed, interviewed and appointed.

Mukono District Service Commission failed and/ or refused to produce application files for the un successful candidates for the post of Senior Information Officer for scrutiny which implied that there was lack of transparency in the recruitment exercise.

It is therefore recommended that:

The minute that appointed Mr. Musisi Charles as Senior Information Officer be rescinded, as he was irregularly appointed.

The appointment of Mr. Musisi Charles as Senior Information officer be withdrawn.

The post of Senior Information Officer be re advertised.
