  • Deputy IGG calls on Nile Basin Secretariat to join anti-corruption efforts

    The Deputy Inspector General of Government, Dr. Patricia Achan Okiria, has urged the Nile Basin Initiative Secretariat to actively engage in the fight against corruption. Speaking at a one-day workshop held on 4th September 2025 at the Secretariat’s headquarters in Entebbe, Dr. Okiria emphasized that winning the war against corruption requires collective effort.

    The workshop aimed to raise awareness on corruption and fraud-related issues while equipping participants with practical knowledge on preventing and reporting corrupt practices.

    The Secretariat leadership commended the Inspectorate for its efforts in eliminating corruption in Uganda and pledged their support to advance the country’s anti-corruption agenda.

  • Prime Minister launches IG report on corruption in Local Government job recruitment

    During the launch of the report, the Prime Minister, Rt. Hon. Robinah Nabbanja, delivering a speech on behalf of H.E. President Yoweri Kaguta Museveni, reaffirmed government’s commitment to reforming recruitment processes. She emphasized the automation of recruitment systems as a key measure to curb corruption and urged responsible agencies to take action on the report’s findings.

    In her remarks, the Inspector General of Government, Hon. Beti Kamya Turwomwe, revealed that over 35% of public service workers admitted to paying bribes to secure their jobs, with some even resorting to loans. She stressed that the IG’s new strategy includes tracing and recovering assets acquired through corruption, as part of efforts to restore integrity in public service recruitment.

  • Deputy IGG commissions SMACK Students as Integrity Ambassadors

    On 11th July 2025, the Deputy Inspector General of Government, Mrs. Anne Twinomugisha Muhairwe, officially launched the Integrity Ambassadors Club at St. Mary’s College Kisubi (SMACK). She commended the school’s administration, led by Bro. Simon Mpanga, for embracing and implementing the anti-corruption initiatives she had proposed during her previous visit in 2023.

    During the event, over 150 students were commissioned as Integrity Ambassadors, pledging to uphold values of honesty, accountability and transparency in both their school and wider communities.

  • IGG presents Performance Report to Parliament for the period July-December 2024

    The IGG, Hon. Beti Kamya Turwomwe, expressed deep appreciation to Parliament for its continued support to the Inspectorate of Government, particularly in enabling it to fulfil its constitutional mandate of promoting good governance and fighting corruption. While presenting the IG Bi-annual Report to Parliament for the period July to December 2024, she emphasized the need for increased budgetary allocation to the institution. This, she noted, would enhance the IG’s capacity to investigate corruption cases, conduct civic education, and protect whistleblowers more effectively, ultimately strengthening the fight against corruption across the country.

    In response, the Commissioner of Parliament, Hon. Esther Afoyochan, who represented the Speaker, Rt. Hon. Anita Annet Among, pledged to support the IG’s efforts to mobilize civil servants in the anti-corruption campaign.

  • Rt. Hon. Robinah Nabbanja launches Youth Campaign against Corruption on behalf of President

    The Prime Minister, Rt. Hon. Robinah Nabbanja, on behalf of H.E President Yoweri Kaguta Museveni, launched the youth campaign against corruption on December 10, 2024.

    In the President’s speech, delivered by Rt. Hon. Nabbanja, he reaffirmed the government's steadfast commitment to eradicating corruption in Uganda. He emphasized that this commitment traces back to the liberation struggle during the Bush War, when he and his comrades prioritized accountability and integrity as core pillars of governance under the National Resistance Movement (NRM) Ten-Point Programme.

    The campaign aims to empower and inspire Uganda's youth to take an active role in the fight against corruption, recognizing their critical contribution to fostering transparency, integrity, and accountability across the nation.

  • IG advocates the creation of Sectoral Ombuds in Public Offices.

    The Inspectorate of Government (IG) is advocating for the establishment of Sectoral Ombudsmen in public institutions to strengthen adherence to the rule of law. Inspector General of Government (IGG), Hon. Beti Kamya Turwomwe, announced this initiative during the Ombuds Day 2024 event held on November 6, 2024, at Mestil Hotel, Kampala.

    A Sectoral Ombudsman functions as an independent entity focused on promoting accountability and transparency within specific public offices. These bodies play a crucial role in addressing complaints, providing referrals, enhancing internal response processes, fostering public trust, and preventing future issues. Currently, the IGG serves as Uganda's national Ombudsman, addressing related complaints under Article 225 (1) (a) of the Constitution.

  • IG, UCC agree on partnership

    Uganda Communications Commission (UCC) has committed to partnering with the Inspectorate of Government (IG) in the fight against corruption and maladministration in Uganda. 

    UCC has also pledged to provide platforms to facilitate the dissemination of crucial information to the public and support the IG’s initiatives in digitization, digitalization, and digital transformation.

    This was agreed during a courtesy visit of the Inspector General of Government (IGG), Hon. Beti Kamya Turwomwe, to Hon. Nyombi Thembo, the Executive Director of UCC at the commission’s headquarters this morning.

    The IGG also congratulated Hon. Thembo on his appointment as Executive Director of UCC and briefed him on the IG’s broad mandate, which includes fighting corruption, enforcing the Leadership Code Act, and performing the Ombudsman function.

    She explained that the IG is prioritizing prevention as a key aspect in the war against corruption, with a strong emphasis on promoting strict adherence to the rule of law. 

    Hon. Thembo expressed his gratitude and welcomed the proposed collaboration. He pledged UCC’s support to the IG in the execution of its mandate.

  • Speaker Commits to Support the Inspectorate of Government (IG) on its Digital Transformation Journey, and the completion of the IG Head Office Building

    The Speaker of Parliament, Rt. Hon. Annet Anita Among, has pledged Parliament support to the Inspectorate of Government (IG) on its Digital Transformation Journey, and the completion of the IG Head Office Building.

    Speaker Among made the pledge this morning shortly after receiving the  50th and 51st IG Bi-Annual Performance Reports to Parliament from the Inspector General of Government (IGG), Hon. Beti Kamya Turwomwe.

    She commended the IG as one of the few Agencies that diligently submit the reports as required by law, and directed the Legal and Parliamentary Affairs committee to review the reports and lay them on the floor of Parliament by Thursday, 10th October, 2024.

    She asked the IG to increase awareness drives against corruption, noting that when the citizens are aware of the dangers of corruption they will easily join the fight against it.

    The IGG appreciated Parliament for enacting the enabling laws and appropriating budget allocations for the execution of the IG mandate.

    She also applauded the Parliamentary Committees on Legal and Parliamentary Affairs and Budget that enabled the IG Budget to be increased from UGX.79.4Bn in the FY2022/23 to UGX.81.7Bn in the current FY2024/2025.

    While presenting the highlights of the IG’s reports to the Speaker, Hon. Kamya revealed that there was an increase in the number of complaints received by the IG, number of investigations concluded, recovery of funds and an improvement in the conviction rate.

    She attributed this to an improvement in the internal processes such as prosecution-led investigations and increased citizens’ engagement.

    The IGG was accompanied by Deputy IGGs, Dr. Patricia Achan Okiria and Mrs. Anne Twinomugisha Muhairwe, Secretary to the IG, Mrs. Rose N. Kafeero, Director Research, Education and Advocacy, Mr. James Onyiing Penywii, Director Legal Affairs, Ms. Sarah Birungi Kalibbala, Director Leadership Code, Mr. Magezi Joram,  and Director Special Investigations, Mr. Polly Muhairwe.

    Others included Manager Strategic Partnerships & Public Relations, Hajjat Munira Ali, Manager Strategic Policy and Planning, Mr. Joseph Pinycwa, Supervisor Research and Learning, Mr. John Bosco Kabbale, and Supervisor Administration, Mr. Allan Bunyenyezi.

  • MPs Visit New IG Headquarter Building, Pledge Support

    Members of Parliament on the committee of Legal and Parliamentary Affairs, on September 24th, 2024, visited the building site of the Inspectorate of Government (IG) Head office which is currently under construction.

    The MPs came to see the progress of the building and meet the IG team to hear any matters and challenges arising from the construction of the building which commenced in July, 2019.

    The Deputy Inspector General of Government, Dr. Patricia Achan Okiria, told the MPs that the project represents a significant capacity by the IG to serve the public and uphold accountability.

    She noted that the new building will not only provide the Inspectorate with the necessary resources but also enhance the operational efficiency and effectiveness in executing its mandate.

    “Once completed, this facility will not only bolster our operational capabilities but will also serve as a symbol of integrity and transparency in governance. It will be a space where we can foster innovation and collaboration as we strive to meet the evolving needs of our citizens and fight against corruption,” she said.

    Located on Plots 71-75, Yusuf Lule Road and Plots 24-26, Clement Hill Road, the building was expected to be completed by the end of August, 2024.

    However, the completion date has been extended to May, 2025 due to a number of factors which among others include cash flow challenges affecting procurement, design review, Covid-19 pandemic, and delays in progress at the start of the project by the previous contractor among others.

    The chairperson of the committee, Hon. Steven Baka Mugabi, thanked the IG for being innovative by building its own home, adding that it will enhance its capacity to fight corruption.

    “The Inspectorate of Government plays a critical role in ensuring that public funds are secured. Building its headquarters will enhance its capacity to effectively do the work. As Parliament, we commit to support this cause,” he said in a speech which was read by the deputy chairperson of the committee, Hon. Fox Odoi.

    He pledged the committee’s support to the Inspectorate.
