Mr. Kakooza Savio Ntensibe
Directorate of Ombudsman Affairs
The Directorate is headed by Mr. Kakooza Savio Ntensibe, who is responsible for maintaining rule of law and good governance in public office, through investigation of administrative practices of public officers, conducting systems studies in Ministries, Departments, Agencies and Local Governments to identify long-term solutions that will ensure good governance and rule of law.
Mr. Kakooza Savio Ntensibe, is a Ugandan Lawyer, Investigator and Professional in Governance.
Previously , he worked as Head of Department for Legal Services & Investigations, at the Equal Opportunities Commission, Kampala - Uganda
Academic Background:
Master of Arts Degree in Religion, Peace and Conflict Resolution; Postgraduate Diploma in Legal Practice (Law Development Centre, Kampala- Uganda); Bachelors of Laws; BA. Public Administration (Majoring in Public Sector Management);
Master of Laws (LLM) Candidate (specializing in Criminology, Penology, and White-Collar Crimes)
Areas of Expertise:
Administrative Justice and Ombudsman Functions, Legal Counselling, Governance, Public Accountability, and Anti-Corruption, Investigation of Human Rights Violations and Maladministration, Mediation and Alternative Dispute Resolution (ADR).
Key Achievements:
- Led major investigations and systemic reviews in public sector governance, addressing discrimination, inequality, and maladministration;
- Played a pivotal role in promoting the Equal Opportunities Commissionโs mandate on affirmative action and social justice.
- Spearheaded the establishment of Sectoral Ombudsman systems in Uganda under the Inspectorate of Government.
- Contributed to international platforms such as the African Ombudsman and Mediators Association (AOMA) and the GlobE Network on Asset Recovery.
- Active member of the Uganda Christian Lawyers Fraternity and a member of both the Uganda Law Society and the East African Law Society.
