Mrs. Rose N. Kafeero

Secretary to Inspectorate of Government (SEC/IG)

Rose N. Kafeero is a Permanent Secretary at the Inspectorate of Government (IG), where she has devoted 90 percent of her Administrative, Management and Human Resource experience for the last eight years. Before that she worked in various Ministries at various Levels where she has grown through the ranks up to the current Level.

She has extensive experience in working with diverse Public Service organizations, Ministries and Agencies of Government especially in the above fields. This includes: Ministry of Finance, Planning and Economic Development, Gender and Women in Development, Public Service Commission, Ministry of Public Service and the Public Service Commission of Uganda, Uganda National Examinations Board (UNEB) where she was a board Member and member of the appointments sub-committee for 8 years. 

Contributions: While working with the Ministry of Public Service she participated in the initial review of the Uganda Government Standing orders 2010, the introduction or Results Oriented Management (ROM) in the Uganda Public Service as the ROM Coordinator which culminated in the Development of the ROM Handbook, Facilitators Guide, and the Public Service Competency Dictionary among others. She was also part of the Team that designed various partnerships with international Governments and agencies such as the Ontario-Uganda partnership which supported capacity building initiatives to the HR professionals in the Uganda Public Service.

While working at the Public Service Commission of Uganda she led the Development of the Handbook on submissions to the Public Service Commission, Guidelines from the Public Service Commission to the District Service Commissions and other HR guiding manuals and documents.

At the Inspectorate of Government she has skillfully led a team of professionals to deliver on the IG mandate. She has led the initiatives of: establishing a robust reporting system, mobilizing technical and other assistance to the Institution, the Digitization of IG processes, which is now ongoing, in order to enhance efficiency and effectiveness of the Inspectorate. She also served as the Chairperson of the Accountability Sector steering Committee for four years.
