Courts Frustrating Me - IGG

The Inspector General of Government (IGG), Irene Mulyagonja, has accused the courts of promoting "impunity" by blocking prosecution and investigation of corruption cases.

Speaking at the ongoing 16th annual judges conference at Imperial Resort Beach in Entebbe yesterday, the IGG said corruption suspects were using the Court of Appeal and Constitutional Court to block their prosecution and investigations.

"There is one civil servant who has blocked us from even investigating him. We should clampdown on this culture of impunity among civil servants because it's being viewed as corruption in courts by the public," she said

The conference is being held on the theme, "enhancing public confidence in the Judiciary." The judges want to use the conference to find ways of improving service delivery amid the waning public confidence in the Judiciary.

A latest Judiciary integrity report showed that people had lost confidence in this arm of government for delayed justice and "mysterious" loss of files and "miraculous" reappearance of files after money has been paid to judicial officials.

The Police and the Judiciary have been ranked as the leading corrupt institutions in Uganda for years by the National Integrity Surveys and the East Africa bribery index.
