Editorial: Use Lifestyle Audits Against Corruption

Appeared in The New Vision on 12 Feb 2016

The Inspectorate of Government, following an audit of his assets, wants former principal accountant in the Office of the Prime Minister, Geoffrey Kazinda, charged with illicit enrichment.

The charge, contained in the Anti-Corruption Act, is based in the premise of wealth that cannot be accounted for by the suspectโ€™s known income or endowments. Endowments would refer to inheritances or gifts.

Going even further, investigators can use the cost of oneโ€™s lifestyle to investigate a suspect for corruption. So, for instance if one earns sh1m and throws a birthday party worth sh20m, questions should arise.
