IGG Orders Sacking Of Wobulenzi Town Clerk

Appeared in The Daily Monitor on 19 Mar 2010

The acting Inspector General of Government Mr Raphael Baku, has ordered the Luweero District Service Commission to sack Wobulenzi Town Clerk, Mr Joseph Ssebudde over allegations that he offered a bribe to get the job.

However, Mr Ssebudde in his affidavit in court denies having bribed the recruiters arguing that he had the specified requirements for the post.

The IGG's documentary submissions before court contend that in March 2008, the commission advertised for the posts of town clerk, principal and senior personnel officer and that several applicants were confidentially contacted by some people to solicit bribes and only those who pledged the biggest bribe were shortlisted for the interviews.

Mr Baku further said in his January 2010 report on the alleged financial mismanagement in Luweero District that Mr Eriasaph Kayizzi Kitaka, Dr Michael Kizza, and Ms Dorothy Nabatanzi and the acting secretary Luweero DSC Joseph Sebunya who handled the recruitment failed to explain the inconsistencies.

Solely shortlisted
The IGG further contends that following the bribery, Mr Ssebudde was the only person shortlisted for the post of town clerk and was automatically appointed.

The IGG wants the post to be re-advertised and the commissioners who handled the recruitment exercise fired.
