IGG Probes Kisoro Mayor Over Abuse Of Office

KAMPALA. The office of the Inspector General of Government (IGG) has commissioned an inquiry into the alleged abuse of office by the Kisoro Municipality Council (KMC) Mayor, Mr Richard Ndyana.

According to a document from the IGG office, which Daily Monitor has seen, the investigation stems from an October 26 petition by KMC councillors who, among other things, accuse Mr Ndyana of altering council minutes to approve his deputy one Winnie Fenya, representing Kisoro Hill Ward.

The councillors also blame Mr Ndyana of losing one of the municipality motorcycles LG 0115-21 and paralysing service delivery as a result of failure to establish committees.

“…you cause investigation into the conduct of the meeting and minutes of 26/05/16. Investigate the mayor’s conduct in regard to uttering false documents to Solicitor General purporting to be minutes of the council,” the councillors’ petition to IGG reads in part.

Mr Innocent Niyonzima, representing People With Disabilities (PWDs), said Ms Fenya was nominated by Mr Ndyana as his deputy but she was rejected by the council members.

“We are fully aware of Section 25 of the Local Government Act which provides for a simple majority vote by councillors to approve the nominated members of the executive. There was no such approval on 26/05/2016,” Mr Ninyonzima said.

Speaking to Daily Monitor on telephone on Monday, Mr Ndyana dismissed allegations of altering minutes to unlawfully approve his deputy. He insisted that Ms Fenya was nominated and approved by the council meeting which was even captured on camera.

“I nominated Ms Fenya and the motion was seconded by councillor Alex Munyambabazi and there was no objection. I was surprised when a section of the councillors claimed they were not in support of Ms Fenya being my deputy in the second sitting,” Mr Ndyana said.

Mr Ndyana admitted that the IGG’s office was investigating allegations placed against him, accusing a section of councillors of having a grudge against Ms Fenya. He also acknowledged losing a municipal motorcycle which he said was stolen when he was on official duty, adding that he has since reported the case to the police who are investigating it.
