Appeared in The Daily Monitor on 27 Apr 2016

SOROTI. The Inspector General of Government has recommended the termination of service of the Soroti District local government accounts assistant for allegedly issuing a false academic document to the District Service Commission.

Mr Faustine Orot is said to have issued a false Uganda Certificate of Education (UCE) certificate allegedly obtained from Soroti College of Commerce.

He is also said to have presented a forged O-level certificate to enrol at the Institute of Management Science And Technology where he obtained a Diploma in Accountancy.

According to a report signed by the Deputy IGG, Mr George Bamugemereire, it is on the basis of the above that Mr Orot was in 1990 employed as a clerical officer and later as an accounts assistant, a position he holds to date.

“...It’s true that Mr Orot does not have the requisite qualification for the job he holds. His appointment and confirmation in service was irregular,” the report reads.

In the same February 15 letter, a copy of which has been obtained by Daily Monitor, Mr Bamugemereire orders the Soroti Chief Administrative Officer, Mr John Nyakahuma, to submit Mr Orot to Soroti District Service Commission for disciplinary action and possible termination.

During a phone interview yesterday, Mr Nyakahuma said: “As a district, we have not taken action in regard to Mr Orot's issue because we are still within the stipulated 60 days.”

Background

From the report, investigations were commenced after the Inspectorate of Government Soroti received a complaint alleging that Mr Orot did not qualify for the position he holds.
