Appeared in The Daily Monitor on 09 Jan 2014

Kampala- The Inspectorate of Government (IG) has released a shame list of more than 80 government institutions and named districts thought to be the most corrupt by the public. The list contained in the January-June 2013 IGG report to Parliament, carries institutions like Police; ministry of Public Service; Judiciary; Lands Office; Tertiary Institutions; Hospitals; Uganda National Roads Authority; Ministry of Education; Administrator General's Office; Kampala Capital City Authority; Attorney General's Office and the army, among others.

According to the report, the most complaints received during the reporting period were against individual public officials amounting to 18.30 percent of the total complaints received.

The nature of complaints mostly registered in this category include; abuse of office, conflict of interest, forgery and uttering false documents.

The second highest number of complaints were against the District Administrators which accounted for 13.9 percent of the total complaints. Municipal Councils or town councils are in third position accounting for 8.1 percent of the total complaints received.

Complaints against head teachers (both primary & secondary schools) were the fourth highest accounting for 6.2 percent of the total complaints received.

Kampala tops

Most of the complaints (23.2 percent) originated from Kampala and this according to IGG Irene Mulyagonja has been the case even for the previous reporting periods.

Explaining why Kampala continued to top the shame list, the IGG said, this is mainly attributed to its central location and the fact that most of the government departments which the public complain about are located in Kampala.

Other districts with a high number of complaints during the reporting period are Gulu, Arua, Soroti, Jinja and Mbarara mainly because of easy accessibility as these districts host Regional Inspectorate offices.

The report shows that abuse of office or authority is the highest category of the complaints investigated by the IGG. During the period January-June 2013 it accounted for 12.3 percent of the total number of complaints investigated while during the previous period July-December 2012, it accounted for 13.31 percent.
