Unra Probe: Government Asked To Fire Lands Staff

Appeared in The New Vision on 30 May 2016

A commission of inquiry into the alleged corruption, mismanagement and abuse of office at Uganda National Roads Authority (UNRA) wants a complete overhaul of the Ministry of Landโ€™s departments on Registrar, Office of the Government Valuer and Surveying and Mapping. The commission wants new staff with integrity and competence to be recruited.

The commission of inquiry led by Justice Catherine Bamugemereire found that some staff in the departments were involved in issues of inside dealings, speculation, wrong issuance of titles, incompetence, collusion and dishonesty.

In April 2014, the Inspector General of Government advised the lands minister to set up a judicial commission of inquiry into suspected fraudulent land transactions and the conduct of registrars of titles.

The IGG, Irene Mulyagonja, said a judicial commission was the most appropriate way to deal with the vast range of land complaints received by the Inspectorate.

The recommendation by the IGG followed a request by the state lands minister for 14 land registry officials to be investigated over misconduct and interdiction.
