IG And Lct To Strengthen Collaboration To Enhance Enforcement Of The Leadership Code

The Inspectorate of Government
(IG) and Leadership Code Tribunal (LCT) have agreed on key strategies to
strengthen their working relationship aimed at improving enforcement of the
Leadership Code of Conduct. This was during a quarterly meeting held today in
the IG Boardroom.
The Deputy Inspector General of
Government, Dr. Patricia Achan Okiria, congratulated members of the Tribunal
whose contracts were renewed for a second term and welcomed the newly appointed
members.
The recently sworn-in Leadership
Code Tribunal comprises Dr. Roselyn Karugonjo Segawa (Chairperson), Dr. Anthony
Conrad Kaweesi Kakooza (Deputy Chairperson), Ms. Jane Okelowange (Member), Mr.
Didas Bakunzi Mufasha (Member) and Ms. Annette Karungi (Member).
Dr. Achan Okiria urged the
Tribunal members to familiarize themselves with the Leadership Code Act, Cap.
33, and relevant jurisprudence to ensure informed and consistent adjudication.
She expressed optimism that, now that the Tribunal is fully constituted, the
backlog of accumulated matters awaiting adjudication will be expeditiously
handled. She further noted that following the Public Officersโ Declaration
exercise scheduled for April 2026,
The IG is ready to forward cases
of non-compliance or breaches of the Leadership Code to the Tribunal for
appropriate action.
The Chairperson of the LCT, Dr.
Roselyn Karugonjo-Segawa, commended the IG for its continued collaboration with
the Tribunal and reaffirmed their commitment to strengthening the partnership
in order to jointly promote integrity, accountability and ethical leadership in
public service.
The two institutions resolved to
diversify the range of cases submitted to the Tribunal to include other
breaches under the Leadership Code Act, conduct targeted trainings on the Act
for different IG Directorates to enhance detection of breaches during general investigations,
and intensify sensitization of the Leadership Code Act to improve compliance
among others.
The meeting was also attended by
the Director of Leadership Code, Mr. Joram Magezi, as well as staff from both
the Inspectorate of Government and Leadership Code Tribunal.
